How to Register A Fertilizer in China
Brief Introduction
In accordance with the "Administration of Fertilizer Registration" ,fertilizer products shall be registered and managed in China.Unregistered or not Filling-Record fertilizer products shall not be imported, produced, sold, used or advertised. Therefore, if overseas fertilizer manufacturers sell their products in China, they shall, in accordance with the Regulations, register or record the products they produce in competent authorities and obtain a registration certificate or a Filing Record.

Qualification of Applicants
a. Domestic Applicants: Chinese manufacturers
Fertilizer manufacturers in Chinese mainland area, with independent legal entity and business license, including sino-foreign joint venture.
Domestic applicants should firstly apply for production capacity assessment and material preliminary review to the provincial agricultural and rural departments, and then apply for product registration to the National Ministry of Agriculture and Rural Affairs (MOA).
b. Overseas Applicants: Fertilizer manufacturers from other foreign countries (including the area Hong Kong, Macao and Taiwan)
Overseas applicants can also apply for fertilizer registration, but before application the overseas applicant needs to designate a Chinese legal entity as the only representative responsible for the work of fertilizer registration, importing and etc.

b. Water soluble fertilizer: Water-soluble fertilizer containing amino acids, Water-soluble fertilizer containing humic acid
c. Experts evaluated Fertilizer: organic water-soluble fertilizer, medium element fertilizer, Soil Remediation Inoculant, soil conditioner, slow-release fertilizer, and others.
How to apply?
The qualified applicants can apply directly by themselves or through a agency. If through a agency, a Principal-agent agreement shall be submit with other application documents.
Registration Requirement
1.Applicants from abroad and Hong Kong, Macao and Taiwan shall submit the enterprise registration certificate issued by the government of the country (region) where they are located and the production and sales certificate approved by the fertilizer management agency. The registration certificate and production and sales certificate of foreign fertilizer production enterprises need to be confirmed by the embassy (or consulate) of the People’s Republic of China in the country (region) where the enterprises are located. Applicants from abroad, Hong Kong, Macao and Taiwan should also submit principal-agent agreements, which should specify the responsibilities of domestic agencies or resident representative offices of enterprises from abroad, Hong Kong, Macao and Taiwan, and ensure that they can handle fertilizer registration, packaging and import within the territory of the People’s Republic of China with full authority, and bear corresponding legal responsibilities.
2.Application for Fertilizer Registration
3.Field Test: The applicant shall carry out standardized field tests in China according to relevant technical requirements, and submit test reports of every crop in more than two (including two) different regions or in the same region for more than two years (including two). The test of soil conditioner (including soil remediation microbial inoculum) should be carried out at two representative sites according to soil barrier factors, and the test results for more than three consecutive years (inclusive) should be submitted.
4.Applicants from foreign countries, Hong Kong, Macao and Taiwan should submit the corresponding pictures of production and quality inspection equipment and facilities (including inspection instruments).
5.Product label sold in China.
6.Basic information of production enterprises: including the basic situation, personnel composition, technical force, production scale, design capacity, etc.
7.Product R&D report: including R&D background, objectives, process, raw material composition, technical indicators, inspection methods, application effects and product application scope, etc.
8.Production process: including raw material composition, process flow, main equipment configuration and production control measures.
9.Fertilizer samples: two fertilizer samples of the same batch shall be submitted for product quality inspection and acute oral toxicity test, and each sample shall be no less than 600g (ml), and the granular product shall be no less than 1000g.
